About Target Community & Educational Services, Inc.

Target Community & Educational Services, Inc. was founded by a group of parents who were unhappy with the care that their children with developmental disabilities were receiving. While their list of concerns was lengthy, these parents voiced two concerns over all others: 1) they were dissatisfied with the level of education of the staff caring for their children, and 2) they were concerned by the relentlessly high turnover rate within that staff.  In 1983, these parents approached Dr. Donald Rabush, Professor of Special Education at McDaniel College (Formerly Western Maryland College) with an idea. They knew that McDaniel College had a strong special education program, and they wanted to link that program and its resources to an organization that would provide high quality services to their children. That organization would eventually become Target Community & Educational Services, Inc.

Over the course of Target's 21 years much has changed. When we started, we had six graduate counselors working in three houses. Now, we have 23 counselors working in 10 houses and the Montgomery County apartment program. We also offer a full range of vocational programs, CSLA drop in programs, and post-secondary transition programs in both Carroll and Montgomery Counties. The past 20 years have seen a great increase in the demand for our services, and we have attempted to meet that demand by expanding the types of services that we offer and increasing the number of individuals that we serve.

The President/CEO of Target Community & Educational Services, Inc. holds the Laurence J. Adams endowed chair at McDaniel College. Aside from serving as President/CEO to Target, Inc., this individual also acts as the adviser to graduate students in the Human Services Management in Special Education masters program and teaches regular courses at the college. Currently, the Laurence J. Adams endowed chair is held by Dr. Tom Zirpoli.

Target, Inc. is further overseen by a volunteer Board of Directors. Each new member is selected by a board subcommittee and voted on by the entire board to serve one three-year term. After two terms, the board member must be off the board for one year before being reelected. Currently, the Board of Directors has 14 members.
